The lower loop is kaput because it got abandoned and repurposed for pedestrian access to that absurd "Grand Central Madison"I'm not understanding. The Lower Level access to GCM is at the latitude of 45th Street, and most of it existed long before GCM - most of it was part of "Grand Central North," which was completed in 1999. The Lower Level loop is south of 43rd Street. |
