This goes back to when Amtrak left all those years ago that freed up more tracks on the upper level …

Amtrak did not free up too many slots. Not like they had NEC-level frequency on GCT-Rensselaer or GCT-further west on what became the Empire Corridor. Not to mention, those slots suddenly reappear whenever problems with the Harlem River/Canal bridge manifest.
