No, you’re completely wrong. It was quite clear what he meant. And as anyone who’s been there can attest, as well as anyone who’s spent any time looking at the GCM plans during the 18 years of construction can attest, as well as anyone who took a tour or tours of the GCM caverns during construction can attest, as well as anyone who’s looked at the Lexington Ave ie line station improvement project plans can attest, GCM clearly took over the lower level loop area to provide pedestrian access and connectivity. |
