Who owns the trackage between Poughkeepsie and Albany? CSX?

I heard about this idea several years ago with MN taking over "local" service from NY to Albany with Amtrak running service north (west) of there.

Should the original idea happen, I envision MN running service to Albany every 2 hours with hourly service Fridays toward Albany and hourly service from Albany Sundays.

But I am getting WAY ahead! Let's see how the same day round trip train will work out for starters.
