To add to that he specifically mentioned that Siemens CBTC is used in cold weather cities and does not have problems, while Thales isn't in use in any other cold weather city and is this issue is unique to their equipment.

I know that London uses Siemens and they would likely have lots of slush and more of their system is exposed to the elements than NYC.
