Crazy idea. So if a 100 car train has a parted hose somewhere, a conductor traveling in a van, responsible for territory other than where that train runs, is supposed to find an accessable entry to access the tracks and fix the problem? Then you have the wait. Engineer outlaws, find a replacement engineer they your on your way.
Result: massive delay, tied up railroad, shippers get pissed & switch to 100% truck, RR loses business...on and on and on.
This not even figuring that maybe an Amtrak train might be stuck in behind
Like I opined, crazy idea.
