My guess is to have full length trains available when full service is restored. Cutting up trains & re-assembling them is labor intensive, logistically difficult & rough on the equiptment. Similar to the Flushing line inasmuch for the past 40 yrs or so had 11 car trains running at 3 in the morning. Bottom line, Cheaper to keep a full consist together, both in labor costs and wear & tear on the equiptment. |
