All I'm doing is telling you what I was told while I was an active employee when they stopped cutting.

Car equipment suits felt all this adding and cutting was putting too much stress on the electric portions leading to failures (especially doors failing to open), which led to lower MDBF which led to car equipment looking bad. Again, I am just being the messenger here, this is not necessarily my opinion.

As far as RTO is concerned, cutting and adding will create more jobs (which costs money) and RTO will need to find additional overnight layup spots. In the case of Lefferts, they cut 2 trains for 3 OPTO t/o's and leave 4 cars in the station. The switchman is able to easily do those cuts and adds. They also don't like to cut because of all the midnight GO's going on these days. The dispatchers pull their hair out as it is without having to deal with adds and cuts. Also, most midnight ATD jobs have been cut, which existed back in the day.
