The CRRC cars are made in the US according to Buy America. No tariffs apply. The FTA is looking at other ways of keeping new competition out of the market including outright bans in the use of federal funds for cars built by companies like CRRC, hence Garamendi's (and Schumer's) comments. Protectionism wrapped in xenophobia, a winning combination for both parties.
