i was thinking the same thing namely “Buy America” meaning products manufactured by genuine US companies

Except nobody in the US wants to be involved in the industry. Your only client is the government, and you're subject to the whims of their funding streams. Notice that the defense contractors tried and ran away, and GE doesn't want to touch transit despite having some experience with freight ans passenger locos and electrical engineering. At this point, we should scrap buy America and simply buy the best rolling stock regardless of where it's made.
