It's my understanding that the Buy America requirement comes from things involving Federal funds. Defense ia a core requirement of the Federal government, so this string can be justified. Things built without Federal funds do not have a buy America requirement unless the state put something in like "must be built in PA".And of course my attitude about strings attached to Federal funding is that the Federal Government shouldn't be taking so much taxpayer money that the states have to dance to get it back... |
