Apples & oranges as they say. When they connected the Fulton St & Culver lines, there wasn't any outcry for a removal of an existing El structure by any local merchants & politicians, like what happened on Jamaica Ave.
The Culver Shuttle remained & AFAIK nobody was demanding removal of the Fulton St El east of B'way Jct.
Simply put, they never would have put up with the Jamaica El going to 168 until the Archer Ave connection was built.
