That is what has been written about in a paper - raze an el structure through a business neighborhood with no effective replacement, and the area will go downhill economically; those former blocks of healthy businesses will have no one to travel to them to shop there.
An example given IIRC was the Pitkin Ave. business/shopping area stretch of the Fulton St. el from just east of Atlantic Ave. east to just past Crescent st. station.
