The STB (surface Transportation Board ) nixed that idea years ago.
MTA wanted to merge the two complete separate railroads, but STB found its reasoning to be busting of union contracts as both railroads have no common territory or purpose, only things MTA was allowed to merge was departments like purchasing /legal / human resources .
