It actually does in a number of ways. NYCTA and MABSTOA managers are transferred back and forth between agencies and Bus operators represented by TWU can also pice the other agency’s routes. As I mentioned in another post, the Q32 route is staffed by operators from 2 different depots and 2 different unions. |
