And they were wrong--not uncommon for a regulatory entity. To decide that an organization cannot have separate bargaining units representing different operational parts is stupid. A merged seniority list with full rights to move laterally between operating divisions without prejudice should be possible. Look at the megamergers of the Class 1s. Disparate block signal systems have been replaced with a 'system standard' (albeit more slowly on some lines) allowing crews to be able to work more territory without confusion.
(Much as I love Color Position Light block signals, I get it that having a single CSX signal system will improve safety.)

Every "special" aspect of equipment/operational practices/ticket forms, etc between the ex NYC, LIRR and NYNH&H segments is a waste.
