"A merged seniority list with full rights to move laterally between operating divisions without prejudice should be possible".Its been done. When Penn Central was created, all rosters of all crafts were merged. The operating crafts were awarded by qualification in addition to seniority. For example, if you were qualified (prior rights) on the NE corridor with high seniority, you could not bid on a GCT-Albany job & automatically be awarded it based on seniority alone. You get yourself qualified, then you can bid. |
