NJT Arrow III on non-electrified track

Today, I've seen Arrow III train, on non-electrified track at
Hoboken Terminal. Can you tell me please, what was the reason of putting it there?

Is there a change that it is pulled by ALP 45 loco, and runs its power - when there is catenery above? Otherwise it get HEP power from loco.
