Look at the track map. The City Hall station is out of view on the bottom left. The gray dotted lines represent the tracks leading to the lower level of City Hall.

The only way a northbound train can terminate at City Hall is if it relays on one of the two tracks at Canal Street Upper. I'm not sure if those tracks can accommodate a 600-foot train.

And based on this diagram, between the home signals (B3-189 and B4-189) and the end of the track, I'm estimating that distance to be somewhere between 450 and 500 feet.

I just realized that relaying here (assuming trains were short enough to fit on the track), would require a convoluted relay pattern: On B2 approaching Canal Street, switch to B4 pocket, change ends, switch to B3, move the train clear of the switches, change ends again, proceed into B3 pocket, change ends again, switch to B1 for the trip downtown.

It would be better to terminate at Whitehall or further uptown, or extend the J to replace the D.
