LEGISLATIVE COUNSEL'S DIGEST SB 432, as introduced, De León. Workplace safety: lodging establishments: housekeeping. Existing law establishes the Occupational Safety and Health Standards Board within the Department of Industrial Relations and requires the standards board to adopt and enforce all occupational safety and health standards. Under existing law, a knowing or negligent violation of any standard is a misdemeanor. This bill would require the standards board to adopt a standard relating to housekeeping in lodging establishments, as specified. Because this bill would create a new crime, it would impose a state-mandated local program. The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement. This bill would provide that no reimbursement is required by this act for a specified reason. Vote: majority. Appropriation: no. Fiscal committee: yes. State-mandated local program: yes. THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS: SECTION 1. Section 6714 is added to the Labor Code, to read: 6714. (a) The standards board shall, no later than September 1, 2012, adopt an occupational safety and health standard for lodging establishment housekeeping. The standard shall apply to all hotels, motels, and other lodging establishments in California. The standard shall require all of the following: (1) The use of a fitted sheet, instead of a flat sheet, as the bottom sheet on all beds within the lodging establishment. For the purpose of this section, a "fitted sheet" means a bed sheet containing elastic or similar material sewn into each of the four corners that allows the sheet to stay in place over the mattress. (2) The use of long-handled tools such as mops or similar devices in order to eliminate the practice by housekeepers of working in a stooped, kneeling, or squatting position in order to clean bathroom floors, walls, tubs, toilets, and other bathroom surfaces. (b) The standard established pursuant to this section is not subject to a permanent variance pursuant to Section 143. SEC. 2. No reimbursement is required by this act pursuant to Section 6 of Article XIII B of the California Constitution because the only costs that may be incurred by a local agency or school district will be incurred because this act creates a new crime or infraction, eliminates a crime or infraction, or changes the penalty for a crime or infraction, within the meaning of Section 17556 of the Government Code, or changes the definition of a crime within the meaning of Section 6 of Article XIII B of the California Constitution. |

And I would hardly call flat sheets abusive. You're in favor of unnecessary workmen's comp claims, plus the expense that disabled workers place on the system? If flat sheets caused more claims insurance companies would charge hotels the used them higher premiums since they don’t it’s a non-issue. I prefer fitted sheets anyway. They stay in place. You shouldn’t get to decide what’s good for everyone else. If you support this will don’t ever call yourself for choice because you’re a tyrant. I have more of an issue with the fact that laws like this have to be written to begin with. Of course you find outrageous that the government doesn’t tell us what type of sheets we can use. |

I'd rather have someone working rather than collecting public assistance.How do you know what the rate of claims is? I'd bet it's fairly steep, seeing as how this issue has caught the attention of enough legislators to produce a law. It requires a broad base of legislative support to get this far. Beds that are made with flat sheets need to be remade daily. This requires repeated lifting ( approx 12 times) of the mattress. Multiply that by 20,30, or more if they are doing a double shift on a job that pats t=for shit yet they have to make ends meet. Not to forget that the government isn't telling you what sheets you must use. It is a mandate to employers alone. In California alone. |

The M1911 (slightly modified version is the M1911A1) is a great handgun. Trivia: during WWII Union Switch and Signal made 50,000 M1911's for the war effort (as did other companies, in varying amounts). Oh, btw, the M1911 is a *semi-automatic* pistol, not an automatic pistol. Whoever wrote/edited the story does not know the distinction, which is commonly also blurred by lawmakers trying to pass anti-gun laws to scare people. |

Remaking the same bed with flat sheets requires a minimum of 10 lifts. Figure it for yourself. The go lift your own mattress X number of times, scrub your bathroom 20 times and then vacuum your room 20 times. Welcome to the average hotel housekeeper's workday.Each disability claim costs more than retrofitting fitted sheets. |

Even I had to learn how to put "hospital corners" on my bed at home.If one tosses that little card, available at most hotels, on the bed, they won't change the linens for an extended stay. Otherwise, I imagine it was as when I was in college: bottom sheet to the laundry, top sheet to the bottom position. So, I agree, there would have to be a supply of fitted and flat sheets for each bed since they are no longer interchangeable. Similarly towels. Leave them on the floor to be replaced; hang them to be reused. |

Multiply that by 20,30, or more if they are doing a double shift on a job that pats t=for shit yet they have to make ends meet. It's in the job description. Don't like it, take another job. Should we feel sorry that they have to clean all the toilets every day too? What about the poor schlep that has to clean the public restroom in a fast food restaurant. Should we ban people from shitting in the toilets in public restrooms? There are many crappy jobs. Someone has to do it. Someone gets paid for it. |

Given that government usually doesn't give a shit about hourlies anyway, I'll bet that anyone who researches the "legislative intent" behind that law will discover the usual suspects behind it ... INSURANCE companies who are likely considering their payouts too high. |

What the hell is physically abusive about the maid having to tuck the sheet between the mattress?I would not say that it's "abusive", but it's back breaking physical labor. Lifting those heavy mattresses and getting a firm tight tuck on the corners and sides is not easy. They want guests to be able to bounce a coin off the bed. Seriously, it's hard work although I don't support government getting involved in this. I guess this is a way to repay the Latino voters and all those who came out to support "Nicky the maid" against Meg Whitman. (Is Nicky the maid still in this country?) |
