I think these things should be registered and insured, like every other motor vehicle. Automobile registration works because it's required in all jurisdictions. Enforcement would be impractical, if NYC required registration but adjacent counties or states did not. The federal government classifies e bikes with pedals, less than a 750 watt battery (1 hp) and max motor speed of 20 mph as a bicycle - no registration required. E Bikes without pedals, larger batteries and higher motor speeds are considered vehicles. It's up to the states to regulate them. Some of the larger ones are able to reach 30-40 miles per hour. These already require registration in NYS. A pedestrian hit by an E-Bike at even 20 miles per hour can sustain serious injuries. They will sustain more serious injuries, if hit by an conventional motor vehicle. The NYPD collision forms are are bad for classifying vehicle types. It's a free-form entry. Moreover, NYPD police have proven they cannot differentiate between e-bike types and sometimes even mistake a pure pedal bicycle for an e-bike. This is the data for collisions that resulted in pedestrian injuries or deaths. E-bikes were legalized in June 2020. non e-bike data by year: 2018: 11,119 injured; 123 killed 2019: 10,504 injured; 131 killed 2020: 6,558 injured; 99 killed 2021: 7,240 injured; 129 killed 2022: 8,657 injured; 133 killed 2023: 8,761 injured; 105 killed 2024: 9,353 injured; 123 killed 2025: 7,494 injured; 96 killed e-bike data by year: 2018: 4 injured; 0 killed 2019: 64 injured; 0 killed 2020: 133 injured; 2 killed 2021: 262 injured; 3 killed 2022: 316 injured; 2 killed 2023: 315 injured; 2 killed 2024: 263 injured; 1 killed 2025: 158 injured; 3 killed Public tolerance for injury and/or death from automobiles is greater than for e-bikes. E-bikes constitute 3% of all pedestrian injuries, however they have generated more publicity than death by motor vehicles or gun shots. |

For me e-bikes are a game changer. There are lots of hills, many of them steep, and I couldn’t easily ride to work otherwise.But I don’t ride on sidewalks so my biggest worry is bad auto drivers. They’re an annoyance when in my car but on my bike I really have to be careful. They can be aggressive around me even though I travel mostly at 20-25 mostly along streets that have 25mph limits. Kids under 18 on e-bikes are the biggest pain, especially the ones on the illegal “e-bikes” that travel over 28mph. But they’re kids so they don’t generally upset me. |

I very much support street calming but people around me freak out whenever it’s proposed. I live on a narrow residential street that barely fits one car in each direction and everyday I see dads and soccer moms drive by at 35-40 mph even though the speed limit is a very generous 25 mph. Should be 15 or 20 mph imo. |

Except as otherwise provided in this chapter, local authorities shall have no power to pass, enforce or maintain any ordinance, rule or regulation requiring from any owner of a motor vehicle or motorcycle, or from any operator or chauffeur to whom this chapter is applicable, any tax, fee, license or permit for the use of the public highways, or excluding any such owner, operator or chauffeur from the free use of such public highways, excepting such driveway, speedway or road as has been or may be expressly set apart by law for the exclusive use of horses and light carriages, or in any other way restricting motor vehicles or motorcycles or their speed upon or use of the public highways; or setting aside for any given time a specified public highway or any part thereof constructed in whole or in part at the expense of the state for exhibitions, shows, exercises, entertainments or meetings; and no ordinance, rule or regulation contrary to or in any wise inconsistent with the provisions of this chapter, now in force or hereafter enacted shall have any effect. Provided, however, that the power given to local authorities to license and regulate vehicles offered to the public for hire, and processions, assemblages or parades in the streets or public places, and all ordinances, rules and regulations which may have been or which may be enacted in pursuance of such powers shall remain in full force and effect. |

Back in the old days, "friends" told me that if the cops caught the illegal dirt bikes, quads, enduros on the street, and it was deemed to be a nuisance, the bikes somehow wound up in the river, broke apart on the spot, or in someone's LI suburban backyard. Now, I know some might scoff at the tactics, and the "hazy" legality of it 😉, but you know what? JUSTICE was done and at least half of them "got the message" when warned to put the bikes away |

What a heartless asshole you are, Bauman.So 13 deaths isn't enough for you? Imagine if it was your parent, your spouse, or your child who got killed by an e-Bike. You might feel differently. 13 families who lost a loved one because of a dangerous toy. And by your own data, over 1,500 people have been injured by e-Bikes. There is no information on how serious these injuries were. My friend's sister had an aspiring career as a model. She got hit by an e-Bike a few years back and her face was plastered into the sidewalk. She broke her nose and had facial lacerations. End of career. She had no recourse because it was "only an e-Bike". These are motor vehicles. They exceed 30 miles per hour in some cases. They have the power to kill and maim. They should be insured, period. |

That's your proposal for saving lives from the "scourge" of e-bikes. It hasn't worked for motor vehicles. There's no evidence it would work differently for e-bikes. if it was your parent, your spouse, or your child who got killed by an e-Bike. I've had 3 friends killed by automobiles. No action was taken against the drivers, although none had the right of way when the collision occurred. Drivers generally get a free pass unless there was an additional contributing factor like alcohol involved.
