Recall that when KAL 007 was shot down in 1983, just about everybody on the Russian side thought the 747 was actually an RC-135 that had been observed orbiting in the area a little while earlier. |

It identifies targets and directs other planes toward them. It's also often used as a flying command post. Weapons alone do not make an airplane a "combat" aircraft. Neither the E-4 NAOC or the E-6 Mercury carry weapons, but both are among the deadliest military aircraft in the world. |

It isn’t whataboutism, but it is also not an apt comparison. There were a lot of failures in the system that caused the accidental takedown of Iran Air 655 and the technology has improved since then. Moreover, Iran Air 655 was at a much higher altitude than this flight. At less than 5000’ AGL the people on the ground should be able to tell the difference between a twin engine jet and a 4 engine 707 derivative. |
