AWACS most certainly is a combat aircraft. It identifies targets and directs other planes toward them. It's also often used as a flying command post. Weapons alone do not make an airplane a "combat" aircraft. Neither the E-4 NAOC or the E-6 Mercury carry weapons, but both are among the deadliest military aircraft in the world.
