If seen from below, especially in poor light, the silhouettes of the E-3 and 737 would be similar enough. Recall that when KAL 007 was shot down in 1983, just about everybody on the Russian side thought the 747 was actually an RC-135 that had been observed orbiting in the area a little while earlier.
