That may have been there aim at first, but our security measures, especially at airports, make this well-nigh impossible. Thus low-level attacks or attempts like the Boston marathon one, the Times Sq. bomber, various subway bombings around the world, etc., have become the norm. The "success" of the Paris attacks will unfortunately increase this trend. Right after 9/11, I expressed the view that if Al Qaeda really wanted to terrorize us, all they needed to do was to set off bombs or have shootouts at shopping malls or urban downtowns around the country. They've finally figured this out, I'm afraid. |

Terrorism usually requires intent because it's usually premeditated, which requires mental capacity. If he's determined to be sane, then the legal characteristics of terrorism probably will be met. But if he's found to be lacking mental capacity, that will be a tough charge to make stick.That's what I've been saying all along. The legal elements of domestic terrorism are quite specific, much more so than the colloquially used term everyone throws around. It's still too early to say what yet what he will be charged with (despite all the calls from everyone EXCEPT the police or FBI that it's domestic terrorism). |
