He can push for different rate structures than are currently in place, sure. But single family homes are only going to have one rate structure, and those are not predominantly white-owned or minority owned.

Co-ops are maybe more heavily white-owned, but deliberately penalizing them would be political suicide. A good part of his base is liberal white co-op owners.
