I'm Hearing that in some neighborhoods there's a waiting list for moving vans (U Hauls) along with for hire moving companies when the exodus starts. He'll never get away with any of his proposed giveaways or confiscations. But he might try to get away with raising the real estate takes on affluent (code word got White) neighborhoods.
Bottom line is this, if the beard wins, buckle your seatbelts on those moving vans.
