Delivery Trucks and Police Cars Block Lexington Avenue Bus Lane

On my way to school every morning, I see how the 7-10 AM southbound bus lane on Lexington Avenue used by the M101, M102, M103 and express buses is always blocked. This morning, 9/14/2018, wasn't so bad. There usually are cones and trucks blocking the bus lane near the armory.

This is a disgrace. Buses are forced to weave into and out of traffic, traffic is halted, and thousands of daily bus riders are slowed down thanks to non-existant enforcement by the NYPD and because the NYPD doesn't care.

While it's no doubt a pain in the ass, the city has not successfully solved, nor seems interested in at all, the problem of how all these deliveries are supposed to be made.

Make a complaint to the Federal Transit Administration, Office of Program Management, for Region II, that the bus lanes are not being sufficiently enforced, that the National Transit Database submissions attesting to the contrary are false, and the the FTA should therefore withhold section 5307 funds from the New York City Transit Authority and MTA Bus Company. While that might not do anything immediately--since neither the NYCTA or MTABC can enforce bus land restrictions themselves--it could result in the NYCTA and MTABC pressuring the city to enforce the bus lanes or to pay additional discretionary city subsidies to make up for the withheld FTA subsidies. (Of course, the FTA may be complicit with the city to really bother following federal law that requires enforcement as a condition for receiving FTA subsidies.)

The parent agency of the MTA-BC and NYCTA certainly can enforce bus lanes, as it has on occasion in the past using the MTA-PD. They don't want any part of a regular pissing match with NYPD over regular enforcement, and they obviously won't touch the official vehicles.

Cops don't write cops. Period. Also the 19th Precinct is right around the corner, which is why you see the parked radio cars on the avenue.

The 17th is also right off Lex They won't write cops, but in this case it's police vehicles, not personal vehicles. It isn't even worth discussing, no Mayor or PC will force a change. They can't/won't stop placard abuse on personal vehicles, they sure won't do anything about official vehicles.

While it’s not normal for cops to write cops, with the increased presence of the NY State Police in the city at the request of Prince Andrew I wouldn’t be too surprised to see state troopers ticketing illegally parked NYPD cars both personal ones with placards, and cruisers.

I don’t believe state troopers are represented by any PBA. AFAIK it would be the FOP (Fraternal Order of Police), and I have heard of cases of officers citing officers outside their own force. Not all cops grant courtesy to other cops especially those outside their jurisdiction.

Yes they are. They have the state PBA back ing them. Any cop that writes another cop is a scumbag rat and should be ostracized at the very least. You don't belong in police work if you write your own.

Well, supervision (Sergeants and up) should be out there telling cops to not unnecessarily block bus lanes. If not traffic/parking tickets, they can be written up within the NYPD or informally punished for being jerks.


As for police not writing tickets on one another, I understand from people "on the job" that courtesy only applies for reasonably proximate jurisdictions. Nassau County, NYPD, NY State, and NJ State probably won't ticket each other. But go to a distant state, and the local officers won't give a crap about a NY area badge, and will definitely write a ticket. NYPD officers themselves have told me this.

In fact, the old adage was you don't take it other city workers, you don't take it nurses and doctors as well because they could be saving your life one day. Of course this is when the job was tight and everyone followed the code, now you have people from all around the globe who know nothing of traditions and customs of the New York City civil servants.

Even sometimes within the same jurisdictions cops can be indifferent. A friend of mine who was a NYC correction officer at the time told, me that he was pulled over for whatever reason on his way to work at one of the NYC prisons and when he showed his badge and said that he was “on the job, the cop replied “not my job."

While I agree that in most cases neither marked nor unmarked police vehicle are above the law, they are also in essence ”emergency vehicles” and could be responding to an emergency situation like a crime in progress and not be able to search around for a legal spot to leave the car. It’s not always possible in such cases to distinguish between abuse of parking privileges and legitimate needs to illegally park so enforcement agents generally leave such vehicles alone.

Also, parking around police facilities are self-enforced. No brownies or other agencies are supposed to tag the vehicles, only the police personnel of the facility.

Wrong. A parking placard is an official placard issued by a public entity to use only as per the privileges set forth in the placard and within the NYC Traffic Rules.


A placard is not to be used in violation of the NYPD Patrol Guide.

That means an NYPD Restricted Placard cannot be used in No Stopping/Standing zones (except No Standing Truck loading zones), fire hydrants, driveways, bike/bus lanes double parking, crosswalks, No Parking Taxi Stands and bus stops. Ut says so on the back of the placard.

Get pulled over?? No problem, just show your PBA business card you got from your officer (even though you aee not even blood related to the officer) and you are on your way. Heck you can use these cards to ward off those pesky TEAs from giving you parking tickets.

Two out of the three pictures you showed me there weren't even parking plaques involved. The police enforced the parking rules and regulations and they also have discretion. As for the situation around police facilities, like I said in my earlier post, they are self enforced zones and walking around the precincts contractually guaranteed by the city. You're not going to change it, it is what it is.

There was an incident a few years ago in which a high ranking police officer was being ticketed in front of a police facility by a "meter maid” because the meter maid felt that the officer’s placard was not the right one for the location when the meter maid continued to write the ticket the officer promptly arrested the meter maid. I never heard how that one came out.

I guess I was in the wrong industry!

I should have been a cop so I could park wherever I want to 24/7....being on the clock or not.
