Make a complaint to the Federal Transit Administration, Office of Program Management, for Region II, that the bus lanes are not being sufficiently enforced, that the National Transit Database submissions attesting to the contrary are false, and the the FTA should therefore withhold section 5307 funds from the New York City Transit Authority and MTA Bus Company. While that might not do anything immediately--since neither the NYCTA or MTABC can enforce bus land restrictions themselves--it could result in the NYCTA and MTABC pressuring the city to enforce the bus lanes or to pay additional discretionary city subsidies to make up for the withheld FTA subsidies. (Of course, the FTA may be complicit with the city to really bother following federal law that requires enforcement as a condition for receiving FTA subsidies.) |
