Because NYPD "closes" these 311 complaints by claiming they "took action" or "observed no evidence of violation" even though the violation of the Traffic Rules AND the Patrol Guide exists - - it is a felony (Offering/Filing A False Instrument in the First Degree) for an NYPD MOS to clearly file a fraudulent 311 response to a civilian complaint.
