DesignLine USA lands N.J. Transit deal
New Jersey Transit has awarded Charlotte-based DesignLine USA a contract for 76 buses.

The contract, which includes spare parts, is valued at up to $45.6 million, according to N.J. Transit.

Delivery is slated for 2012. The buses will be powered by compressed natural gas.

DesignLine recently lost a high-profile contract with New York City Transit for 90 buses because of production delays and performance problems. New York’s Metropolitan Transportation Authority canceled a $61 million proposal in March after a field test showed the hybrid-electric engines didn’t provide enough power.

The company also lost a $12.5 million contract with Baltimore for 21 low-emission, diesel-hybrid vehicles.

Charlotte Area Transit System chose Gillig over DesignLine for six buses because of performance concerns.

On the brighter side, the company announced early this month it was sending a pair of prototype buses for a trial in Denver. DesignLine beat rivals Proterra Inc. and Cobus Industries for the contract, according to a report in sister paper Denver Business Journal. If the trial is successful, Denver Regional Transportation District has the option of acquiring 57 buses from DesignLine.

DesignLine was founded in 1985 in New Zealand. A group of Charlotte investors led by Chief Executive Brad Glosson bought the company and moved its headquarters here in 2006.

Its New Zealand operations are being liquidated under court supervision to satisfy creditors.

Rt. 9 to get natural gas buses

New compressed natural gas-powered commuter buses are coming to replace the turn-of-the-century buses now running on Route 9 in Middlesex, Monmouth and Ocean counties.

In this case, the 76 “Cruiser” buses replace 76 coaches built in 1999 to 2000 which have run up a lot of miles and will lose the certification on the compressed gas fuel tanks in 2013.

NJ Transit’s board approved a $45.56 million contract Wednesday with DesignLine USA of North Carolina for the 45-foot-long Cruiser buses which will seat 55, which is slightly more capacity than the 49 seats in the existing MCI CNG buses now running on the Route 9 corridor. Funding is coming from the state Transportation Trust Fund and the Federal Transit Administration.

The new buses also will look different than the tall boxy MCI buses. The DesignLine buses feature a rounded, more aerodynamic front end and have a low floor design which makes them lower to the ground and easier for passengers to board, according to renderings on the company’s website. The buses also will be equipped with wheelchair lifts. The New York City transit system has a fleet of DesignLine Hybrid buses it bought in 2008.

DesignLine was the lowest bidder on the contract, said James Weinstein, NJ Transit executive director.

The new buses will be based out of the Howell garage, which has compressed natural gas fueling facilities. They are scheduled to run on the 136 Lakewood-New York-Freehold express and the 139 Lakewood-New York routes. The new buses will have fuel tanks certified for a minimum 20-year life span from the date they are built.

The latest bus purchase will give NJ Transit’s fleet an average age of six years.

I do not think the Route 9 commuters will be happy riding a transit bus with soft seats...
However, the 139 gets alot of local riders, and a transit style (with a rear door) would speed boarding and alighting.

They will regret this purchase big time. Low floor buses on long runs with high mileage. MCI was the way to go.

Considering the NABI 45C and the VanHool C3045, I find it unlikely they can get 55 seats even in a low-floor model.

HA HA This will be a disaster! The people on the 139 won't even TRY riding these customized transit buses. NJT never fails to prove just how clueless they are. Maybe get a couple of pilot buses before spending all that money for buses that will be riding up and down the Turnpike virtually empty? The turns that involve the 128 or 321 lines will carry people, but the "Ninies" won't ride these buses.

Hold on, stop the bus! How backwards is NJT...to go off replacing MOTORCOACHES with low floor "suburban" buses, yet when it comes to replacing transit buses, where low floor buses would provide the maximum benefit, they go "oh no, no way".

And this is ignoring the DesignLine's history or NJT's long time relationship with MCI...sigh...

As I said earlier, I predict the contract will be cancelled.
Designline has not yet built a 'coach' for anyone, yet alone a CNG model, MTA and others have cancelled orders and Designline can't even maintain their own website! Designline will end up as Millenium did.

Exactly. So why the heck did NJT order buses from them. If you're going to get a 45' Low Floor CNG transit bus, they might as well have ordered from NABI. NABI at least has a proven product.

I've been on the NABI 45C Low Floor suburban buses in Phoenix (LNG powered rather than CNG). They aren't horrible buses.

I think there is some logic to your position. MCI would probably agree to build the buses at their bid price if DesignLine can't deliver. In exchange, NJT amends the contract and adds additional options for either CNG or diesel at NJT's choosing. This could lead to MCI getting the entire order without a fight if the initial buses they deliver are good.

But are they appropriate for a service that operates along the Parkway and Turnpike into New York City? I doubt it.

There's no reason why NJT couldn't have gone with MCI other than someone at One Penn Plaza had a major brain cramp.

I intentionally have not posted here since last year, but I saw this and couldn't let it pass. (CTR, I'm surprised because you should know this.)

There is one very BIG reason why NJT went with DesignLine for this order. It's called the federal bid process.

Remember the Maureen Milan scandal last decade? MCI and Nova won huge contracts instead of New Flyer and Orion who were the low bidders.
Know why GO28 is run with NABI 416 suburbans instead of NABI CompoBuses?

In all those cases, it was illegal favoritism. MCI and Nova were awarded contracts after offering gifts/kickbacks to Milan. The CompoBus order had to be scrapped because the RFP used the word "lightweight" - no other manufacturer made a lightweight conmposite-body 45-foot bus.

If you look at the NJT Procurement Calendar, you'll see the following:

06/14/11 02:00 Bid Opening: Purchase of 45 Foot Compressed Natural Gas (CNG) Transit Buses No Fee***To obtain a copy please fax your request to 973-491-7854 or email: biddesk@njtransit.com IFB 11-047

Note it says "45 Foot Compressed Natural Gas (CNG) Transit Buses" instead of "45 Foot Compressed Natural Gas (CNG) Motorcoaches". This is to avoid the same problem as the CompoBus contract - only MCI can produce a CNG motorcoach, thus specifying that in the request would be ILLEGAL. NJT had no choice but to say "Transit Buses", thus DesignLine went after the contract and was the low bidder. THAT is why they got the contract... period.

But that does not mean they have to except them if they can't handle the job. And that is likely to happen.

Understood, but there is some concern as to whether DesignLine can handle this volume of work. Furthermore, the MCI platform offers lower per seat cost as one can't get 57 pax seated on the DesignLine. I think the contract is bait and will be awarded to MCI in exchange for numerous diesel or hybrid-electric options.

They had to do the low bid thing those..but they should have gone for the Compo BUS 45C

I understand it's the federal bid process, but while it calls for lowest bid, it has to be lowest responsive bid, correct?

I fail to see how a company which doesn't, to the best of my knowledge, have a demonstrator bus built, can still get a contract. I don't recall Designline even building a 45-ft bus for the U.S. market.

When Millennium submitted their original bid to NJT in 2004, they had not assembled a single unit. NJT's Neoplans are a complete custom design that's not only 2 feet shorter than the normal AN460, but has a longer front section as well. If DL can deliver 76 45-footers in the timeframe specified by the request, they're more than welcome to offer a proposal. DL is probably aware of what happened with the Orion VI order (and if not, they should be), so if NJT rejects them for any reason, they'll be sold to someone else.
