There's no reason why NJT couldn't have gone with MCI other than someone at One Penn Plaza had a major brain cramp.

I intentionally have not posted here since last year, but I saw this and couldn't let it pass. (CTR, I'm surprised because you should know this.)

There is one very BIG reason why NJT went with DesignLine for this order. It's called the federal bid process.

Remember the Maureen Milan scandal last decade? MCI and Nova won huge contracts instead of New Flyer and Orion who were the low bidders.
Know why GO28 is run with NABI 416 suburbans instead of NABI CompoBuses?

In all those cases, it was illegal favoritism. MCI and Nova were awarded contracts after offering gifts/kickbacks to Milan. The CompoBus order had to be scrapped because the RFP used the word "lightweight" - no other manufacturer made a lightweight conmposite-body 45-foot bus.

If you look at the NJT Procurement Calendar, you'll see the following:

06/14/11 02:00 Bid Opening: Purchase of 45 Foot Compressed Natural Gas (CNG) Transit Buses No Fee***To obtain a copy please fax your request to 973-491-7854 or email: biddesk@njtransit.com IFB 11-047

Note it says "45 Foot Compressed Natural Gas (CNG) Transit Buses" instead of "45 Foot Compressed Natural Gas (CNG) Motorcoaches". This is to avoid the same problem as the CompoBus contract - only MCI can produce a CNG motorcoach, thus specifying that in the request would be ILLEGAL. NJT had no choice but to say "Transit Buses", thus DesignLine went after the contract and was the low bidder. THAT is why they got the contract... period.
