I understand it's the federal bid process, but while it calls for lowest bid, it has to be lowest responsive bid, correct?I fail to see how a company which doesn't, to the best of my knowledge, have a demonstrator bus built, can still get a contract. I don't recall Designline even building a 45-ft bus for the U.S. market. |
