Disgusting that an incompetent manager would allow anything like this to happen. A level II supervisor is a direct report to a deputy Supt. or Supt. He/she was signing the time sheets. Draw your own conclusion but that person should be working as an hourly pretty soon at the very least.

The employees who got caught were stupid because they were greedy, and claimed absurdly large amounts of overtime. Doing so made them ripe for the picking.
Some years ago the store manager at the Major Home Improvement Retailer where I worked got canned for falsifying the results of an employee satisfaction survey. He changed the results to show a 100% satisfaction rate, which was so absurdly improbable that it caught the attention of headquarters. Had he just tweaked the results a bit it's unlikely any of the corporate executives would have noticed.
Same thing with these LIRR people.

Back in the era of physical time cards you physically punched in a machine on the wall it was found that a punch machine in a local grocery store made the exact same impression (code next to the time in/out) that the one did a a central office where I worked.
Several employees that lived near that grocery store were caught punching in and out on that machine instead of at work.
And yes their supervisors got in trouble for not enforcing that the timecard had to be left in the rack next to the machine except when making a copy of it for your records.
The way they found out about it was the manager of the grocery store catching our employee and calling the police and filing trespassing charges keeping the card.
Yes a city agency but this was in the mid-eighties.

Its amazing that he got away with this for so long. I'm sure when it hits the fan as far as discipline goes, not only will he get fired but possibly prosecuted. On top of that, he's lucky he didn't get hurt while on his Atlantic City "sabbatical". If he did, I wonder if his injuries & possible hospitalization would be covered by his employer supplied coverage? Back in my railroad days, when it was my turn for an "early quit" (finish your job before your 8hs are up & allowed to go home) my supervisor would always say, be careful & don't get hurt.

I never falsified any records of my time working. I'm not sure how did it in the 60's through 90s, probably filled out time sheets, that the boss had to approve. Later on at other office jobs, there was a reader at the front door lobby, you beeped in and out, including if you left for lunch, which I did because I was so close to home. If you did not leave for lunch, they knew to deduct the allowed lunch period from your daily time.

The Post shouldn't weaken their solid complaint by weak arithmetic. 8 hours OT pay doesn't mean false claims of improbably being on site for 8 hours. At our place a tradesman coming out on Sunday for an emergency repair earned a 4 hours minimum call out at double time whether the fix took him 30 minutes or the 4 hours. The MTA guy's claims are false but the scale up may well be part of his contract. It might not be quite as hard for the actual hours on his time sheet to initially look plausible. His busy boss would have to remember from pay period to pay period the range of OT being claimed by each of his employees to realize that it's getting out of hand. None of this is acceptable but if the outfit is weakly run at all levels then failings like this happen. All you can do is make strong examples out of those that you do catch.

That is my exact impression. This worker was not in a position where he could just claim his hours without someone above him signing off on it.

Therefore those who signed off are just as guilty....unless this guy is guilty of forgery which would get him into more trouble.

In my Pitkin Shop days, I had about 400 direct and indirect reports. I was responsible for every dollar of salaries. I held my deputies and supervisors to that same responsibility. 2080 hours per employee per year plus overtime. It do add up.
