The employees who got caught were stupid because they were greedy, and claimed absurdly large amounts of overtime. Doing so made them ripe for the picking.
Some years ago the store manager at the Major Home Improvement Retailer where I worked got canned for falsifying the results of an employee satisfaction survey. He changed the results to show a 100% satisfaction rate, which was so absurdly improbable that it caught the attention of headquarters. Had he just tweaked the results a bit it's unlikely any of the corporate executives would have noticed.
Same thing with these LIRR people.
