This happened Friday, a similar indecent happened upstairs on Sunday evening.

99% of these "smoke issues" are directly related to stray current.

WMATA has no equipment dedicated to the task of washing and or vacuuming the track bed and tunnels. They also don't have any equipment dedicated to the task of cleaning third rail insulators. The way they address the issue is by changing out the dirty ones for new ones after the crud accumulated on them and begins to burn.

Considering WMATA started running after the NYCTA already had tunnel washing and vacuum cleaning trains, it’s surprising that WMATA didn’t think to purchase such equipment especially since they shut down at night and use of this equipment would be easier than in NY where tracks have to be shut down by GO to do the work. WMATA and other latter day transit systems were supposed to be state of the art and not subject to the problems that the older systems had.

The one thing that gives the advantage to NYCT is the way the track is laid in subway. WMATA uses direct fixation track fastener sitting on cement pads on a concrete track bed. NYCT along with many of the subways built during the first half of the last century fastened their track to tie blocks embedded in a concrete track bed. The former is likely less susceptible to stray currents because of the wood under tie plates.

There are some portions of the NYCTS that utilize all concrete roadbed although those rails sit on rubber pads between the rail and the concrete. I thought WMATA also used rubber pads. In any case, it doesn’t address the issue of why WMATA doesn’t have any track or tunnel cleaning equipment.

Both are the same. It's basically a neoprene sandwich, the plate the rail sits on and the loop the e-clip under is on the top. The the plate the studs that holds it to the cement pad is on the bottom. In some designs of the direct fixation track fastener there is a washer on the top and the stud goes through washer and the bottom plate.

The one shown below is the latter design installed for WMATA in the 1970s. Some are still in use today. The design predated the invention of the Pandrol e-Clip.

In any case, it doesn’t address the issue of why WMATA doesn’t have any track or tunnel cleaning equipment.

Like I said above, "WMATA has no equipment dedicated to the task of washing and or vacuuming the track bed and tunnels." They use to routinely hose down the tunnels, that was discontinued at the request of DC Water And Sewer because of issues in processing the discharge wash water pumped out of the tunnels into sewer system. WMATA doesn't have to deal with a lot litter because of the no food drink rules.
