Jace is correct. If no one is willing to bid an RFP as issued, outreach is required. Many MTA jobs were repackaged as a result. Finding more than one team that can bond a huge contract is a limiting factor in many construction and procurement contracts.

That means that the "next-generation" Acela will suffer the same process and similar flaws as the first-generation trainsets, in that case. Each Acela trainset cost $54 million in 2014 dollars, for the record, with greater costs accrued from the rebuild and settlement with Bombardier.

Nope. The RFP process is used in all kinds of procurements, good and bad. That's not the reaon the Acelas ended up with flaws and why the new RFP may have issues. Having builders review the contract documents is actually quite helpful in that it helps to take away questions and risks. That they reissued the RFP is a very good thing provided earlier flaws have been properly addressed, we'll see how this one goes. But in the end, a project's success depends on just what you want to accomplish with the procurement. This is often not as clear cut as it sounds.

Your trainset cost is a little high but close enough.

I'm quite certain the RFP process is part of the reason why the Acela ended up with flaws.

An off-the-shelf Siemens Venturio would have been an ideal design for the NEC. Siemens has the ability to make it any width, too; preferably about 10' exactly, just to placate Metro-North and the Connecticut DOT.

The process itself had nothing to do with the success or failure of the end product. Amtrak issues a spec with defined contract terms. If they want a bomb proof train, then they'll spec such a design. If they want something off the shelf, they'll put that in the spec. They decide what they want, the carbuilders only tell them whether they can or cannot comply with all facets of the spec and at what price. If the proposals are acceptable then the negotiating begins. Best price usually wins.

Amtrak didn't want a Venturio, they wanted something special just for them. That's what they asked for, that's what they got. If anything, the Acelas are a big bright shining example of hubris, Amtrak's own as well as the carbuilders.
