The RFP process is used in all kinds of procurements, good and bad. That's not the reaon the Acelas ended up with flaws and why the new RFP may have issues. Having builders review the contract documents is actually quite helpful in that it helps to take away questions and risks. That they reissued the RFP is a very good thing provided earlier flaws have been properly addressed, we'll see how this one goes. But in the end, a project's success depends on just what you want to accomplish with the procurement. This is often not as clear cut as it sounds.Your trainset cost is a little high but close enough. |
