The process itself had nothing to do with the success or failure of the end product. Amtrak issues a spec with defined contract terms. If they want a bomb proof train, then they'll spec such a design. If they want something off the shelf, they'll put that in the spec. They decide what they want, the carbuilders only tell them whether they can or cannot comply with all facets of the spec and at what price. If the proposals are acceptable then the negotiating begins. Best price usually wins.

Amtrak didn't want a Venturio, they wanted something special just for them. That's what they asked for, that's what they got. If anything, the Acelas are a big bright shining example of hubris, Amtrak's own as well as the carbuilders.
