it is not the job of the MTA to protect people from themselves.

But it is the MTA's responsibility to reduce the delay attributed to people in the tracks whether those intend to be there or not. A determined suicide case is unlikely to be stopped entirely by a platform screen door, but it would be easier to identify someone trying to access the track area. Of course the bigger benefit is to prevent inadvertent incursions into the trackway at more crowded stations and not require trains to creep into them. Admittedly that's not much of a problem for most NYCT lines as they're unlikely to be doing more than 25mph. The cost of one lawsuit settlement could likely finance the installation of PSDs at a station, particularly if the MTA neglects to install adequate equipment to keep their passengers safe.

The least cost solution is a system of mobile power washers.

That's highly unlikely. The MTA's pump cars probably have a capital cost which could finance the installation of PSDs at a number of stations. And of course these power washers would need to be maintained. Anyone who has worked with high pressure water equipment will tell you that stuff does not take deferred maintenance well. Worse, the MTA would still be forced to delay service during otherwise preventable 12-9s , even as they spend money on your non-solution.

You really think that 12-9's are such a problem that spending hundreds of millions on screen doors (which would still delay service by a thousand cuts even with your fancy Japanese bullshit tech) is justified? The answer is to simply not stop the train when someone gets run over and deal with any residual at the yard with the power washer. Same goes for highway collisions. The #2 priority after dealing with any injured occupants should be cleaning the road of debris to resume normal service. If we're going to compete with China we as a society have to stop being all touchy feely.

I advocate this due to the fact that in this country and these cities, people get knocked off or pushed onto the tracks at times even.
While everyone else is whining about drunks and so forth.

There is also the psychological toll each event takes on the Train Operators. 280 events a year equal hundreds of traumatized people a year. That ends up costing the MTA in medical leave, counseling, and therapy. It all adds up. Over a 30 year career, a TO may see in person multiple people maimed and killed.

Add in those flat spots on the trains' steel tires, the extra wear on the rails due to emergency braking, and service disruptions and you start to see the other costs too.

It is requested by Ministry of Land, Infrastructure, Transport and Tourism.

There are NO need for all stations, (like EL stations. I think there are less 12-9 situation than underground station.)

It should NOT be based on how MANY people fall.

12-9 will cause....

1, Mentally damage for operators.

2, Less reliability of subway system.

3, Lawsuit cost
(Not all people fall by his/herself. Some people may be pushed by other. If the victim sue the MTA for lack of passenger safety, MTA may lose and require to pay millions.)

The problem with not detaining the train in the event of a 12-9 is that the person may only be injured but not dead and allowing the train to continue could actually result in a death.
