it is not the job of the MTA to protect people from themselves.

But it is the MTA's responsibility to reduce the delay attributed to people in the tracks whether those intend to be there or not. A determined suicide case is unlikely to be stopped entirely by a platform screen door, but it would be easier to identify someone trying to access the track area. Of course the bigger benefit is to prevent inadvertent incursions into the trackway at more crowded stations and not require trains to creep into them. Admittedly that's not much of a problem for most NYCT lines as they're unlikely to be doing more than 25mph. The cost of one lawsuit settlement could likely finance the installation of PSDs at a station, particularly if the MTA neglects to install adequate equipment to keep their passengers safe.

The least cost solution is a system of mobile power washers.

That's highly unlikely. The MTA's pump cars probably have a capital cost which could finance the installation of PSDs at a number of stations. And of course these power washers would need to be maintained. Anyone who has worked with high pressure water equipment will tell you that stuff does not take deferred maintenance well. Worse, the MTA would still be forced to delay service during otherwise preventable 12-9s , even as they spend money on your non-solution.
