It should NOT be based on how MANY people fall.

12-9 will cause....

1, Mentally damage for operators.

2, Less reliability of subway system.

3, Lawsuit cost
(Not all people fall by his/herself. Some people may be pushed by other. If the victim sue the MTA for lack of passenger safety, MTA may lose and require to pay millions.)
