It's an actual reason for why trains terminated at Rockaway Ave instead of Bway-East New York (and on to Euclid) for so long a time, but in that case, Bway-East New York was already built, and ready to go, they just didn't have the metal to bring the tracks and signalling to that station to be able to open it, and that's because of the metal going to the war effort.
