Officially..They are saying its PERFECTLY and LEGALLY PERMITTED to take picture...
UNOFFICIALLY..they are saying HARASS.. BADGER...ALL PHOTOGS..Perhaps it will curb the pictures.. Hide the dirt that they MIGHT CATCH US DOING.

Hah..who to say someone won't be caught THIS time dropping light bulbs full of deadly microbes on to the subway tracks...?
