You really can't compare the large parks Moses was talking about, and a little vest pocket park squeezed between two buildings that Caro says he should have been building too. Moses was grand, like Trump is today. He just wasn't interested in vest pocket parks, although he did build plenty of playgrounds which are a little larger.

If Harlem could have benefited from Vest pocket parks, why couldn't community leaders take little lots filled with junk and turn them into public gardens and maintain them if Moses wasn't doing it? It just wasn't fashionable back then and people didn't start doing it until the 1960s and 70s.

Now if someone can show that there was an effort to build little green areas, gardens, and parks on vacant land in Harlem, and Moses put a stop to it, while doing nothing himself to add greenery, then you might have a case he was a racist when it came to parks too.
