You make an interesting point on Daley's use of highway money to help get a ROW established, but, no your other points are wrong. SF notwithstanding, it wasn't prudent then and it isn't prudent now to forfeit federal matrching funds. SF started without it but got the money later. NYC forfeited because it moved money to its operating account. And the military budget had nothing to do with it either; the billion dollars was there for the asking, and Mayor Beame turned it down. |
