Ron, you are correct Beame should have found a way to get the bucks. That said, I stand pat--billions wasted on useless obsolete and dysfunctional crap by the Pentagon belong redirected to infrastructure. Would you like an Osprey? BART crooks that they are built the least useful segments first, pissed away the entire estimate/bond raised funding, and then was given a huge new budget to finish. In turn, the sippliers--many experiemced at DOD work lownalled the buds with overrun provisions to make up the price. Rohr bud the forst batch of cars low enough to win, delivered them ;ate and out of spec, then as the sole source the second batch were double. The $792million basic system cost over $2billion.
