Money was never the rqal issue. 1. SF started w/o Fed money then got it backfilled as grpss cost overrubs thtreatened a Cincinnati.2.2-3 fewer B-1(2) bombers @ 2 billion a copy could pay for lots of actually useful projects. 3.
