It was easier for Daley to appropriate highway money for rapid transit construction since it was all under one department at the time in Chicago, the Department of Subways and Superhighways. Money would go to the department and in typical Chicago fashion was allocated as the department saw fit. That's one of the reasons that Chicago has rapid transit lines in its highway medians like NY should have. Another reason is that they didn't have Robert Moses to deal with. |
