Yes, I agree. It started waaay back then. Also, I consider the various provisions for the SAS (like at 2nd Ave on and East Broadway, and maybe Grand Street) to have been that start to that project.

So, with fits and starts, East Side Access has been underway for 50+ years, and the SAS for ~90 years.
